HOME OFFICE CRIME FIGURES - CONSPIRING TO DECEIVE

In July each year, the Home Office produce the British Crime survey. The document relies upon two sets of statistics, police recorded crime and estimates drawn from a national survey of a large selection of members of the public.

The latest analysis from the team at Nice 1 has drawn together information from the 2008/09 British Crime Survey, prior surveys going back to 2002, and the Office for National Statistics for population figures of England & Wales both for the current year and relevant prior years.

The report contains observations that may be viewed as controversial in some quarters. Crime is under reported and misreported, which exacerbates the task of arriving at accurate data. This not only reduces public confidence, but also triggers the accusations of political advantage gained through manipulation of figures. Major reform is required if confidence is to be restored and the correct financial and human resources applied to deal with the problem. The reports and postings from this site are viewed by ministers and senior decision makers from Westminster and the UK police forces of  England & Wales. It is hoped that the observations and suggestions for reform contained on these pages will serve to raise public awareness of crime and policing issues and perhaps act as supportive material for those empowered to implement changes that are needed in the Criminal Justice System.

The latest report explores key areas affecting the accuracy (or otherwise) of crime statistics gathered and presented by the Home Office. We will maintain that the decreases in crime so proudly boasted by the Government are illusory, a pernicious conspiracy intended to deceive the tax paying public into believing the media hype producing political and financial advantage.

The Government are ultimately responsible for this sham. In creating a performance target driven Criminal Justice System, they have caused a tangled web of bureaucratic systems to be implemented within the police service, disguising the true picture of crime and defeating the ends of justice the system is meant to serve.

In targeting senior police officers to reduce crime and increase detections with lucrative target related bonuses, (senior officers receive 15% on top of their six figure incomes for achieving performance targets), the Government is assisted in its plot by a team of co-conspirators. Senior officers looking to progress further are encouraged to devise systems and procedures that perpetuate the illusion of reducing crime and increased detections.

The report looks in detail at :-

Finally, the report brings all of the information together to display the disparity between the two systems and how this adds additional burden to the frontline police officer and how it affects the frequency of crime.

The report concludes that the tax payer is being cheated and deceived. Senior officers who have tried to bring the truth to the surface are conveniently removed to keep the “Gravy Train” on its tracks. Another victim of this plot is the front line police officer. When Chief Constables announce yet another year of decreased crime, the paymasters cannot justify increased budgets when a force has allegedly performed so well with its existing financial and human resources. The cycle to perform continues and the deception increases.

The front line officer suffers with increased bureaucracy, crippling systems, sub standard equipment and the inevitable low morale. The public suffer through the system failing to provide the level of service expected by society from its police force.

A MESSAGE OF THANKS FROM EMMA - THE YOUNGEST DAUGHTER OF PC BILL BARKER

PC Bill Barker served with Cumbrian Police for 25 years

44-year-old PC Bill Barker was tragically killed last Friday whilst diverting traffic from Northside Bridge near Workington. The bridge collapsed in the heavy floods, plunging him into the River Derwent. Bill's body was found later at Allonby beach.  

His colleagues later described him as an "inspiration". Prime Minister Gordon Brown described PC Barker as a "very heroic, very brave man". Hazel Barker, his wife said the "amazing dad" died "doing the job he loved".

Bill and Hazel have four children - two boys and two girls aged between eight and 16. The youngest, Emma, has written an emotional open letter of thanks that we would like to reprint here.

"Thank you everyone for giving cards to me and my family and supporting us by giving us flowers, hugs and kisses. It has been a disaster over the last few days for my family and me, and people have been making dinner for our family. The nice people have been coming to see my mum and all our family as well as my Gran. My dog, Sam, went over to my dad's shoes and smelt them, then lay down beside them. I have about 500 cards and all of them make me better. Eleven people have come today as they love my family and, before I go, thank you for the cards. Love from Emma."   God bless you Emma.

The kind thoughts and best wishes of the world have been focused on Hazel and her family this week. We would like to add our heartfelt condolances and prayers for you all.

FATAL ATTRACTION MURDERESS ESCAPES FROM OPEN PRISON AFTER FOUR DAYS

In another example of how the Criminal Justice System of prisons and sentencing are failing to deliver, news broke today that Jane Andrews, the former aide to the Duchess of York who savagely murdered her boyfriend, has absconded from open prison four days after arriving to prepare for her eventual release. Andrews failed to return to HMP East Sutton Park in Kent yesterday evening. 

Andrews became known as “The Fatal Attraction Murderess”, and was jailed for life in 2001 for murdering millionaire businessman Tommy Cressman, 39 who had refused to marry her. She bludgeoned him with a cricket bat and stabbed him through the heart with a kitchen knife at his home in Fulham, West London.

Following an appeal in 2006 her sentence was reduced to 12 years, making her eligible for parole in 2012.

The London Standard reported in 2008 that Andrews had amassed more than £500,000 from property while in jail.. Whilst in custody, she has been earning £30,000 a year renting out her two-bedroom flat overlooking Battersea Park, which has nearly trebled in value to an estimated £600,000 over the past seven years.
 
The Parole Board approved Andrew’s move to open conditions in the the summer — despite objections from Mr Cressman’s family — after she convinced the panel of her remorse and that she was no longer danger to the public.
 
COMMENT
 
The prison population as of 20th November 2009 was 84,681, with a Useable Operational Capacity of 85,663, close to tipping point it seems.

In the last ten years the number of foreign nationals in prison has doubled and now represents over 14%(11,855) of the total prison population in England and Wales. (http://www.hmprisonservice.gov.uk/)

Isn't it time consideration was given to repatriating convicted foreign nationals to their country of origin? This is no longer a race or culture issue. The average cost per prisoner place in 2008-2009 was £31,106 x by 11,855 = taxpayer burden of £368,761,630!

If the 11,855 places were available for UK convicted prisoners, is it too much of a stretch of the imagination that we might actually see an improvement in sentencing and tighter controls over convicted murderers movements?
